On 24 November 2009, CAO Central Allocation Office GmbH (CAO) published all documentation for the upcoming interim solution of transmission capacity allocation in the CEE region (Central Eastern Europe). CAO has opened the single point of registration for the capacity allocation processes in the CEE region.
The CEE regulators, at their last Implementation Group meeting, invited the CEE TSOs and CAO to postpone the start of the flow based allocation until March 2010 in order to allow market participants to get technically fully prepared. Therefore, a solution for the interim phase starting beginning of 2010 was designed. Existing procedures and technical solutions were kept as much as possible in order to minimize necessary adaptations and additional costs.
As the first step towards the coordinated capacity allocation in CEE region, CAO will provide market participants who are active in the CEE region with the single point of registration for capacity auctions in CEE. Starting with the registration for the yearly auction 2010, CAO will take over the role that ČEPS is currently performing for PSE Operator, SEPS, Transpower, VE Transmission and ČEPS and run the current coordinated auction of the five TSOs until the introduction of the flow-based allocation in Central Eastern Europe.
Regardless of the interim period CAO continues to put its best effort to prepare the flow-based allocation starting in March 2010.
