STRATEGIC OBJECTIVES

In the years 2004-2008, the strategic activities of PSE Operator S.A. focused on building the Company's operations and on the recovery of transmission assets.

Most of the assets were acquired through the division of Polskie Sieci Elektroenergetyczne and the increase of share capital of PSE Operator.

Owing to those measures, PSE Operator is operating according to the TRANSCO business model combining the ownership of the transmission grid, including interconnections, with transmission system control and administration of the electricity market balancing mechanism.

At the beginning of 2009, PSE Operator adopted a new strategy to the year 2025, its main objective being to channel the development of the Company so that it can contribute, more than it has so far, to a high level of energy security of the country.

The overriding objective of PSE Operator has been formulated as follows: Maintain a high level of energy security in the service area of PSE Operator S.A.

The achievement of the above overriding objective of PSE Operator is conditional on the establishment of the Company's effective development platform (defined as a set of internal resources: personnel, knowledge, infrastructure, financial assets), and then active involvement in the formation of the external environment. This will drive further development and creation of the regional leader image. The attainment of a strong and stable financial position will be an integral and necessary factor furthering the improvement of security of the domestic power system, which is to be ensured through the development of the Company's complementary business initiatives combined with the pursuit of the objectives of the national energy policy.

The above conditions have been formulated as the strategic objectives of PSE Operator:
