PSE Operator S.A. implemented a market - based mechanism for allocation of a transmission capacity among market players. Since the year 2005 on the basis of agreement with the neighbouring TSOs the coordinated congestion management mechanism is designed as explicit cross-border capacity auctions.

| Auctions of transmission capacities - General Information |
As of 1 May 2004, traders active on the Polish electricity market are enabled to use system interconnectors and thereby transmit electricity between the Polish power system and the interconnected synchronously operating systems. The congestion management mechanism has been implemented. It ensures that transmission capacity is made available to market participants according to competitive market-based rules.

| Interchange Scheduling |
Polish Market Participants submit the day ahead cross border schedules according to ESS standard (ETSO Scheduling System). The identification of transactional parties is made on the basis of Energy Identification Coding Scheme (EIC). There are two possible ways to submit the schedules: the dedicated Electronic Data Interchange system WIRE or web based interface WIRE RP. The description of the whole process of the interchange scheduling is included in the Instruction of Transmission System Operation and Maintenance (Instrukcja Ruchu i Eksploatacji Sieci Przesy³owej – Polish version only).

| Plans for future managing the congestion in CEE Region |
In 2005 PSE Operator S.A. has started its cooperation with Transmission System Operators representing CEE Region: ÈEPS, a.s., Elektro-Slovenija, d.o.o., E.ON Netz GmbH (presently transpower stromübertragungs gmbh), MAVIR Hungarian Transmission System Operator Company Ltd., Slovenská elektrizaèná prenosová sústava, a.s., Vattenfall Europe Transmission GmbH (presently 50Hertz Transmission GmbH) and VERBUND-Austrian Power Grid AG with the aim to develop and introduce a consistent and effective transmission capacity allocation system in the CEE Region.
